Reading Anne Argast’s report in the fall newsletter, you might assume that the excellent water quality she observed this past summer means that there is little need to be concerned about Cold Stream Pond. After all, our lake is one of the clearest in Maine. There are several reasons for our good fortune—Cold Stream Pond is deep, there is very little urban development or agriculture in the relatively small watershed that feeds water into the lake, and new construction near the shore must follow Maine DEP and local shoreland zoning guidelines.

In the absence of human activities, “oligothrophic” lakes like Cold Stream Pond can stay clear and clean for thousands of years. However, cutting trees, constructing roads, and building structures can greatly accelerate a waterbody’s progress towards toward a state of “eutrphocation”. Eutrophic lakes are characterized by lots of nutrients which encourage algae to bloom and rooted aquatic vegetation to flourish. This results in a loss of water clarity, and changes the sorts of fish and other aquatic species that survive there.

Camp roads are a major source of nutrient-laden sediment that has the potential to run into the lake. Recognizing this source of pollution, the CSCOA has been making matching grants available to camp road associations for projects that help keep sediment out of Cold Stream Pond. For whatever reasons, however, no applications for this funding have been received in recent years.

As reported in the spring 2022 newsletter, the CSCOA Board contracted with Josh Platt of Maine Environmental Solutions (MES) to evaluate all camp roads around Cold Stream Pond and prioritize projects that would best protect lake water quality. In July, Tom Quirk, Laurie Fenwood, and Jim Fenwood accompanied Josh for two days. We invited road association representatives and other camp owners to join us and heard from several individuals about their concerns and perspectives.

The report from MES states that most roads around Cold Stream Pond are in fairly good condition. There is an ongoing need for grading and addition of gravel to maintain a proper crown. Ditches, turn-outs, and broad-based dips must be maintained and culverts need to be replaced when they deteriorate. Road associations and the Town of Enfield have expended considerable funds over time to maintain camp roads in ways that protect the lake from polluted run-off.

The report identifies high, medium, and low priority work that is needed to help keep sediment out of Cold Stream Pond, while keeping roads safe to drive. Eight high priority projects were identified. These projects are in all three towns—Enfield, Lincoln, and Lowell. Six sites were proposed for funding by the CSCOA. Additional projects identified as potential priorities were tagged for funding using the annual Town of Enfield water quality protection grant that is administered by the CSCOA.

At the last meeting of the CSCOA Board, the expenditure of up to $10,000 in CSCOA funds was authorized for the completion of high priority projects. Two of the projects, both involving culvert replacement, will be matched by road association or landowner funding.

Some of this work has already been completed. If fall weather allows, more will be in place before the snow flies. Thanks to generous contributions from CSCOA members, future funding should be available as additional priorities arise.

CSCOA Board Approves Road Project Funding

As we have said many times, “The CSCOA is not a road association.” Our stated purpose is to protect and improve the water quality of Cold Stream Pond. CSCOA water quality grants are available for landowners and road associations, regardless of which town you are in, to implement projects that benefit water quality in Cold Stream Pond. Individual landowners can apply anytime online or by contacting Laurie Fenwood (lfenwood@gmail.com) to request a LakeSmart visit. Road association grant applications are also done online, but need to be submitted each year by June 1. Details and an application form are available at coldstreampond.com.

This year, the CSCOA hopes to identify and ultimately fund additional projects that will reduce polluted run-off from roads into the lake. As a first step, the CSCOA Board has allocated funds to contract with Josh Platt of Maine Environmental Solutions (mesmaine.com). Josh will join representatives from the CSCOA to visit all camp roads around the lake. He will identify sites where run-off from roads may be reaching the lake and provide recommendations for Best Management Practices (BMPs) that could be implemented at up to four locations identified as having the most potential to benefit the lake.

Road visits are planned for July 27 and 28. We will be in touch soon with each road association contact to ensure that they, as well as other interested parties, can join the group when it visits their road. We want to hear from anyone who has ideas about how the CSCOA can better protect the water quality of Cold Stream Pond. Using the report from the visit, the next step will be to determine which road associations and camp owners on non-association roads are interested in pursuing implementation of recommended projects as CSCOA funding becomes available

2021 Boat Parade

Last summer just wasn’t the same without our usual CSCOA activities. But so far, while this summer may not be completely “normal, it’s looking like we can resume most activities.

June 26 is the planned date for our **annual food sale**. We will hold the event at the Ammadamast Grange hall in Enfield from 8:00-11:00 am. As in the past, this will be a great opportunity to purchase goodies, pick up a lake map, renew your membership, sign up for a LakeSmart visit, and reconnect with old friends. 

We will resume the **boat parade** and hopefully the ice cream social on July 3. The theme will be “The Fourth of July”. Decorate your boat with a patriotic display. Register[ here](/news/2021-boat-parade) online via the CSCOA website. 

We’ll return to the Ammadamast Grange on July 31 for our **annual meeting** from 9:00-11:00 am. Coffee will be provided but no potluck breakfast this year. Guest Speaker(s) TBA.

On Veterans’ Day, November 11 at 3 PM, Andy Robinson and his family will be placing a marble monument dedicating Robinson’s Beach (formerly Gray’s Beach) to his father Thomas. All are welcome to attend.

This year, two camp owners used our online form to apply for a *Shorefront Property Owner Assitance Grant*. After applying, each property had a LakeSmart evaluation to determine eligibility and suggest projects that might be funded by a grant. Each has been approved for up to $600 in matching funding from the CSCOA for projects designed to improve water quality by reducing sediment run-off into the lake. Receiving the funding will be contingent on completing a cost-share agreement, implementing appropiate projects, and documenting a matching contribution of at least 40% of the total cost for materials and labor.

We also had applications for funding of three *Camp Road Projects*. The Water Quality Grant Committee reviewed and approved two projects on Cedar Rest Road, to be matched by the Town of Enfield, and one project on Go Devil Road, to be matched by the Town of Lincoln. The Cedar Rest projects will include ditch and culvert improvements to reduce silt-laden run-off into the lake (approved for a grant of up tp $1,860.)The Go Devil work will address run-off from the road in the vicinity of the Town’s primitive boat access (approved for a grant of up to $475.)

Most of us will not be visiting Disney World this year, but a little bit of Disney visited Cold Stream Pond on July 5.  We cancelled plans to gather at Gray’s Beach  for our annual ice cream social, but that that didn’t deter folks from gathering on their docks to cheer on the parade of decorated boats. 

Five entries competed for three prizes which were awarded by our volunteer judges as follows:

**Plan Ahead for Your Arrival:** Current Maine guidelines require those arriving from out of state to self-quarantine for two weeks upon arrival. Be sure you shop ahead and bring food and other necessities with you to last during quarantine. This will avoid you having to break quarantine.

**Precautions:** Our friends at The Nature Conservancy have helped put the recommended six feet of physical distance in perspective. If you need a face mask (recommended by the U.S. CDC), check with your town or church for local sources.

**Shopping in Maine:** Most general stores and many restaurants take online or phone orders, accept credit cards, and bring groceries, meals and other items out to your car. It is a great time to support our local businesses! Hannaford and Walmart have online ordering for drive-through grocery pick-up. Look online or call your local store for more information.

**Let Neighbors Know:** Let your neighbors know when you arrive, and tell them you plan to self-quarantine for two weeks. They’ll appreciate your community awareness and may be able to help get you through quarantine.

**Boat Pick-up and Launch:** Call well in advance to arrange for boat pick-up, and practice physical distancing at launch sites. Friday afternoon through Sunday morning is often the busiest time at launches; avoid these hours and find a quiet interval for this premier rite of summer.

Boat Parade 2020

Although all of us look forward each year to reconnecting at the CSCOA bake sale and annual meting, keeping our members and their families healthy and safe this summer is vital.

Consequently, the CSCOA Board has voted to cancel both the annual bake sale and annual membership meeting.

Many of you find it convenient to renew your membership at one of these meetings. Since that won’t be possible please consider renewing online.  While you’re at it, ask a friend who is not already a member to join. Your contributions are important for funding activities designed to keep Cold Stream Pond clean and beautiful.

Apply for water quality grants online.

Now that our EPA grant has been implemented, federal matching funds are no longer available for watershed protection projects. However, camp owners and camp road associations can still apply for cost share funding by the CSCOA. AS before, the grants will be available to help fund the implementation of best management practices (BMPs) designed to protect or improve the water quality of Cold Stream Pond (CSP).

Here’s how the program will work:

Category 1. Shorefront Property Owner Assistance

Funding will be provided for the implementation of approved BMPs on private shorefront properties as follows:

· Only properties that have been evaluated by the CSP LakeSmart program are eligible.

· Proposed BMP projects must have been recommended to the land owner in a LakeSmart report following the evaluation. Eligible BMPs include:

o Erosion control mulching

o Buffer plantings

o Seeding

o Dripline trenches

o Gravel or mulched pathways

o Rip-rap for shoreline stabilization

o Infiltration steps

o Rain gardens

o Rubber razors

o Other practices recommended by LakeSmart

· Total CSCOA Category 1 grant funding per calendar year is limited to $3,000. Additional grants may be approved by the CSCOA Board of Directors.

· Grantee is responsible for a minimum of 40% of the cost of the approved projects through cash, labor, purchases or other in-kind contribution. CSCOA will provide up to 60% of the cost of the projects, not to exceed $600 per grant. Funds are provided to the Grantee upon satisfactory completion of the project.

· Grantees may apply anytime through the CSCOA website [(fillable online form)](/forms/water-quality-grant-application).

· Applications will be reviewed and approved by the Water Quality Grant Committee chair on an on-going basis. A LakeSmart evaluator may make additional site visits if necessary prior to approval.

· Grants will be approved and funded allocated in the order that the applications are received until the annual maximum is reached. Projects recommended by the LakeSmart program are assumed to be beneficial to lake water quality and so are not subject to additional review or ranking. (Except that Grantee is responsible for any necessary approvals by the DEP or town Code Enforcement Officer.)

Category 2. Camp Road Projects

Funding will be provided for the implementation of approved BMPs on private camp roads as follows:

· Only road-related projects which benefit the water quality of Cold Stream Pond are eligible. Types of projects include:

o Armoring of ditches or culvert ends with rock

o New or re-designed culverts (other than routine maintenance)

o Plunge pools or other water retention areas

o Storm water turn-outs

o Broad-based road dips

o Road shaping to promote drainage

· Work must be performed according to recommendations in the DEP “Camp Road Maintenance Manual” ([available on CSCOA website.)](/water-quality)

· Grantee must represent a road association and/or be a CSCOA member.

· Total CSCOA Category 2 grant funding per calendar year is limited to $3,000. Additional grants (with or without cost-sharing) may be approved by the CSCOA Board of Directors.

· Grantee is responsible for a minimum of 40% of the cost of the approved projects through cash, labor, purchases or other in-kind contribution. CSCOA will provide up to 60% of the cost of the projects, not to exceed $1,500 per grant. Funds are provided to the Grantee upon satisfactory completion of the project.

· Grantees may apply anytime through the CSCOA website [(fillable online form)](/forms/water-quality-grant-application).

· All applications received by June 1 *(extended to June 15, this year only*) of each year will be reviewed by the Committee to determine eligibility by June 15 *(extended to June 30, this year only*).

· All eligible projects will be visited by the committee along with representatives (as available) from the Penobscot County Soil and Water District (PCSWD), Maine DEP, and town code enforcement to review and rank the proposals.

· By July 15*(extended to July 30, this year only*), grantees will be notified of award status. Water Quality Grants Now Available

On Saturday, January 25, 2020 Mitchell Cole and his father Tom decided to go ice fishing at their friend Herb’s camp on the Davis Road located on Cold Stream Pond in Enfield . The story goes that Peter, who is one of Herb’s neighbors, had been ice fishing on Friday and one of his holes had good luck. As Mitchell and his Dad were setting up their traps, they couldn’t resist using Peter’s hot hole from yesterday.

Once Mitchell and Tom’s traps were set, the father and son team settled in for a day of fishing. Tom had fallen asleep and not long after Tom snoozed off up went a flag and guess what hole that trap was in. Yes, neighbor Peter’s hot hole. Since Tom was asleep Mitchell tended to the ice fishing trap. As Mitchell pulled up the trap, he found an empty spool all the line was out. For about twenty minutes Mitchell struggled trying to pull the line back in. Realizing he must be stuck on something he thought his only option would be to cut the line. As Mitchell was getting ready to cut the line a snowmobiler drove up to him and suggested a different option. Unfortunately, Mitchell never got the name of the man on the snowmobiler. But his suggestion was to drill another hole in the ice in the direction of which the line was going to. In the meantime, the gentleman went to shore to get a ten-foot stick. Once back to the new drilled hole, the gentleman inserted the stick into the hole and began to twist the stick trying to wrap the stuck fishing line around it . This was a technique Mitchell had never heard of. They were unable to get the line to release from whatever was holding it down from below. The gentleman said we need to drill more holes using the same technique after a total of six extra holes and twenty-five minutes later, success! Mitchell pulled out a 39 ½ inch togue weighing in at 19 ¼ pounds. The biologist told Mitchell the fish was between 30 and 40 years old which is much older than Mitchell. Mitchell then went inside woke up his father told him to come outside to see his catch of a lifetime.

When I see birches bend to left and right  
Across the lines of straighter darker trees,  
I like to think some boy's been swinging them.  
But swinging doesn't bend them down to stay  
As ice-storms do. Often you must have seen them  
Loaded with ice a sunny winter morning  
After a rain. They click upon themselves  
As the breeze rises, and turn many-colored  
As the stir cracks and crazes their enamel.  
Soon the sun's warmth makes them shed crystal shells  
Shattering and avalanching on the snow-crust—  
Such heaps of broken glass to sweep away

One could do worse than be a swinger of birches.

As the colors of fall begin to fade, so do the sounds of summer. Most of the boats and swimming kids are gone and even the loons seem to have gotten quieter in advance of their departure. But above the swoosh of the waves and the wind, a low grumble can still be heard. It’s the sound of excavators and dump trucks working to complete the remaining projects funded by our EPA Watershed Protection Grant.

Our last big project designed to protect the lake by reducing sediment run-off was recently completed by Treeline Inc.  Initial work on the Birch Lane Project was done by Gardner and Sons in 2017. Ditches on a seriously eroded stretch of the road now have rock armoring and check dams along with seeding and mulching of bare soil.  A new culvert has been installed to help protect the road from future wash-outs.

The Grant has also provided funding for ditch and culvert projects in Lincoln and Enfield and for projects at Morgan’s Beach and the Enfield Town boat landing. The funding comes from a federal Environmental Protection Agency (EPA) Clean Water Act grant to the Maine Department of Environmental Protection (DEP) and has been administered by Amy Polyot of the Penobscot County Soil and Water Conservation District (PCSWCD).

The CSCOA provided most of the matching funding, either in dollars or in-kind work. Other partners included the Towns of Enfield and Lincoln as well as the Maine Department of Inland Fisheries and Wildlife (MDIFW), the PCSWCD, KCSWCD, King Brothers, Gardner and Sons, and Treeline Inc.

Of the nine camp owners who applied for grant funds to complete shoreline projects designed to protect the lake, Jim Gregoire; Betty Keller and John Bennett; Kathleen Baynes and Joel Deckler, Ski Winter completed their projects.  Charlie and Lynn Frazier plan to have their project done this fall.

When the boats and the swimmers and the loons return next spring, the federal grant funds will no longer be available. That doesn’t mean that you won’t be hearing the sounds of heavy equipment. Although CSCOA grants for road associations and camp owners were replaced by the federal grant process for the last three years, they will be resuming in 2020. Some of the projects that were not completed during the term of the grant may be eligible for funding by the CSCOA. The spring newsletter and the web site will have all the details.

## What is a check dam?

This picture shows a road ditch improvement practice designed to slow runoff water. Along a ditch located on a slope, the small rock dams “check” the speed of the flow, allowing sediment to drop out behind the dam. The lower velocity is also easier on the ditch banks. These dams have to be cleaned out periodically to maintain their effectiveness.  Notice also that the ditch has vegetation in it. The plants hold the banks and soil of the ditch, preventing erosion and slowing the water. Proper maintenance of roads and ditches helps protect water quality around our lake.

Clean Water Act Grant Wraps-up

Monique Landucci has posted the official tally for this year's loon count: 14 adults and no chicks. However, since the time of the of the count on July 20, several people have seen and photographed a single chick, so it appears that at least one pair nested successfully despite the high lake water level this spring. Thanks to Monique for coordinating the count once again and thanks to the 13 volunteer observers.

Scattered showers may have kept some anglers away from last Saturday’s bass derby on Cold Stream Pond, but 21 boats were able to land a total of 446 pounds of smallmouth bass.

2019 Bass Derby Results

Rainy, buggy weather could not keep people away from the annual CSCOA food sale at Morgan’s Beach Pavilion this past Saturday. Some renewed their membership, several at the Loon and Salmon Club levels. Some joined for the first time. At least one came from as far away as Millinocket to sample the delicious items that were generously donated by members.

A total of $785 was raised from sales of food and clothing items and through two generous cash donations from Ralph Leonard and Norma Bishop.

Several people commented that they hadn’t been to Morgan’s Beach in many years, but had great memories of childhood afternoons spent swimming and playing at the beach.

Loon and Salmon Club Members 2019

The Bake/Food Sale is scheduled for Saturday, June 29, 2019. It will be held at Morgan’s Beach from 8:00-11:00 am. It is so important for our members to support this with donations of pies, cakes, cookies, home-made jams/jellies, sauces, or home-cooked dishes. This event helps CSCOA do the important work of protecting the lake and connecting us with our neighbors and Cold Stream Pond friends. Donations can be dropped off any time after 7:00 am the day of the sale. Cold Stream Pond clothing, totes, and afghans will be for sale. Please come by, renew your membership, shop, and share some treats.

Food Sale -- This Year at Morgan's Beach Pavilion

The Cold Stream Camp Owners’ Association Annual Meeting of the Membership will be held on July 27, 2019. This year, the meeting will be located at the Ammadamast Grange Hall in Enfield. We will have a pot luck breakfast at 8:00, followed by a presentation by Matt Scott, retired biologist for the State of Maine and general meeting. Matt has studied and monitored lakes in Maine (including Cold Stream Pond) for over 40 years. Please bring a breakfast item to share, or if you get up too late, come anyway! There is always plenty to eat! This is a great time to catch up with neighbors, learn a bit about what CSCOA is doing to protect lake water quality, enjoy a presentation from an expert on Maine lakes and vote on items needing decisions. We will have a raffle and silent auction during the meeting. We hope that the road associations’ reps, who are very important to the lake, will attend. Members and non-members are welcome!

Annual Meeting-- Join us at the Grange Hall

Governor Mills has signed into law **[H.P. 179 - L.D. 216 An Act To Protect Water Quality by Standardizing the Law Concerning Septic Inspection in the Shoreland Zone](http://legislature.maine.gov/bills/display_ps.asp?paper=HP0179&snum=129&PID=1456)**. Effective January 1, 2020, septic systems in the shoreland zone around lakes must be inspected prior to sale of the property and repaired or replaced if found to be malfunctioning. This is a great step forward towards protecting water quality in Maine Lakes. While most septic systems around Cold Stream Pond meet modern standards, there are still a few old systems that have the potential to pollute our lake. This law will require that they be brought up to code before lakefront property can be transferred to a new owner.
